WHITCHURCH & DISTRICT BOWLING LEAGUE
The Constitution

Title

  • The League shall be known as “The Whitchurch and District Bowling League”

Objectives

  • To promote and encourage the game of Flat Green Bowls among clubs in the Whitchurch area in accordance with the laws laid down by the English Bowling Association.
  • To organise individual and inter-club competitions among members of affiliated clubs.

Membership

  • Membership of the League shall be open to any Bowls Club within reasonable distance of Whitchurch, whose green is considered by the League Council to be suitable for Flat Green Bowls.
  • Application for membership shall be made to the League Secretary and admission shall be approved at the Annual General Meeting of the League.

Subscriptions

  • An annual affiliation fee shall be payable by each club wishing to enter a team or teams in the League Inter-Club Competition. Such fees shall be decided at the Annual General Meeting.

Administration

  • The affairs of the League shall be managed by a Council consisting of the following officers: President, Vice President, Chairman, Hon.  League Secretary, Hon. Treasurer, Competition Secretary, Fixtures and Results Secretary and Match Secretary each of whom shall be elected annually at the Annual General Meeting of the League.
  • In addition to the above elected officers, one nominated member from each affiliated club shall serve on the Council.
  • The office of President shall be appointed to a nominee from each affiliated club in the following order: St Mary Bourne, Kingsclere, Whitchurch, Andover, Howard Park, Old Basing, Thornycroft, Oakley, Basingstoke Town, Littleton, Marnell, Alton, Hook, Hyde Abbey, Friary, Alton Social  ,AWRE and any new Club to follow on, subject to a minimum membership of five years.
  • The Council shall be the sole authority on the interpretation of the rules and its decision on this or and other League matter shall be final.
  • Any cheques drawn on the League Account to be signed by the Hon. Treasurer.
  • To enable the League to function when no member comes forward to take a place on the Committee, it is now permitted to have a non-affiliated member of any club to hold a position.

Duties of the Officers 

  • The Hon. League Secretary shall convene, attend and prepare minutes of all meetings of the League and/or The League Council and shall deal with any correspondence as instructed at these  meetings. He/she shall also be responsible for ensuring adherence to the Competition Rules 
  • The Hon. Treasurer shall keep a full account of all monetary transactions concerning the League and shall present a statement at the Annual General Meeting or at such times as required by the Council. 
  • The Competition Secretary shall organise all other competitions arranged by the League.
  • The Match Secretary shall organise teams to represent the League for any friendly match.
  • The Fixtures and Results Secretary shall organise the League Inter-Club Competitions and circulate results in accordance with Competition rules.

 Annual General Meeting

  • The Annual General Meeting shall be held in November.
  • Any member of an affiliated club may attend but voting powers will be limited to two representatives of each club.
  • Twelve voting members shall constitute a quorum.
  • Items and propositions for inclusion in the agenda shall reach the Hon. Secretary not later than 21 days before the meeting.
  • Copies of the agenda shall be circulated to all affiliated clubs not less than 14 days before the date of the meeting.

 Special General Meetings

  • A Special General Meeting may be convened at any time by the League Council or by a request signed by a representative of not less than two affiliated clubs.
  • Such a request shall be made to the Hon. Secretary not less than 14 days before the date of the meeting.
  • The Hon. Secretary shall notify all affiliated clubs of the purpose of the meeting not less than 7 days before the date of the meeting.
  • Voting rights shall be as Rule 7 (b).
  • Twelve voting members shall constitute a quorum.

Alteration of Rules 

  • An alteration may only be made at an Annual General Meeting or at a Special General Meeting convened for this purpose.
  •  Notification of any alteration shall be made in accordance with Rule 7 (d) and 8 (b).
